How soon should I send it?

Same day, ideally within a few hours. Next morning is fine if the interview was late.

Should I send one to every interviewer?

If you have their emails, yes, and make each one slightly different. If you only have the recruiter's address, send one and ask them to pass on your thanks.

Does it actually matter?

Rarely decisive, but its absence is noticed by some hiring managers, and it is your only chance to add something you forgot.
